On-Site Security Risk Manager

As authoritarian governments around the world crack down on a free press and spread disinformation, RFE/RL’s mission – independent media in places where this is banned by the government or not yet established – is more critical than ever.

Radio Free Europe/Radio Liberty is looking to hire an On-Site Security Risk Manager to join our Corporate Security Department in the Kyiv Bureau.

The Security Risk Manager will be responsible for the implementation of security operations and all matters relating to the management of safety and security for the RFE/RL Bureaus and all RFE/RL operations and personnel within Ukraine. Some travel may be required.

WHAT DOES THE ROLE ENTAIL?

Your primary responsibilities will include:

• Identifying, assessing potential threats, vulnerabilities and risks faced by the Kyiv and Lviv Bureaus and their staff, and reporting such to the Corporate Security management in Prague to develop and execute solutions to mitigate the threats, vulnerabilities, and risks.
• Assisting the Corporate Security Regional Director in Prague in collecting, updating, and communicating information regarding the security situation in Ukraine.
• Serving as the Bureau Security Officer and a security consultant to Kyiv and Lviv Bureau management and individual staff members regarding their security needs.
• Reviewing and assessing the security posture of Bureau operations by conducting comprehensive risk analyses and threat assessments based on external and internal sources.
• Investigating, documenting and reporting all security incidents that effect the Bureaus and/or staff.
• Conducting periodic physical security systems and operating procedure assessments for all RFE/RL facilities within Ukraine and working with the Corporate Security Regional Director to adjust security techniques, methods, and operating procedures as necessary.
• Planning, executing and documenting emergency training, exercises, and drills
• Conducting security orientation briefings for all newly assigned staff.
• Liaising and coordinating with appropriate City and state government officials to assist the Bureaus and Bureau staff in matters that require interactions with the police.

ARE YOU THE RIGHT CANDIDATE?

The successful candidate will have:

• General Secondary Education
• Fluency (oral and written) in English and Ukrainian, knowledge of Russian is desirable but not required
• Professional Certification(s) such as a Certified Protection Professional (CPP) is desirable but not required.
• 5 years of corporate security or related experience as a full-time professional security risk manager
• Experience with the operation of electronic security systems, conducting physical security systems, operating procedure assessments
• Excellent communicative skills (in-person and in writing)
• Ability to write detailed comprehensive reports in English
• Proficiency in Microsoft Office

ОБОВ'ЯЗКИ:

Ваші основні обов'язки включатимуть:

• Виявлення, оцінку потенційних загроз, вразливостей та ризиків, з якими стикаються Київський та Львівський представництва та його персонал, та звітування керівництву відділу корпоративної безпеки в Празі для розробки та впровадження рішень для зменшення загроз, вразливостей та ризиків.
• Допомога керівництву зі збором, оновленням та передачею інформації щодо ситуації з безпекою в Україні.
• Виконання обов’язків Спеціаліста та Консультанта з питань безпеки.
• Перегляд та оцінка стану безпеки представництв шляхом проведення комплексного аналізу ризиків та оцінки загроз на основі зовнішніх та внутрішніх джерел.
• Розслідування, документування та звітування про всі інциденти стосовно безпеки офісу та персоналу.
• Проведення періодичних оцінок систем фізичної безпеки та операційних процедур всіх об’єктів Радіо Свобода в Україні та співпраця з Регіональним директором відділу корпоративної безпеки в налаштуванні технік безпеки, методів та операційних процедур.
• Планування, виконання та документування тренувань, навчань та відпрацювання дій у надзвичайних ситуаціях.
• Проведення інструктажів з безпеки для всіх новопризначених співробітників.
• Співпраця та координація з відповідними посадовими особами міської та державної влади України при взаємодії представництв та співробітників з поліцією.

ВИМОГИ:

Успішний кандидат матиме:

• Загальну середню освіту
• 5 років досвіду в корпоративній безпеці в якості штатного менеджера з безпеки або подібне
• Досвід з експлуатацією електронних систем безпеки, проведенням оцінки робочих процедур та систем фізичної безпеки
• Професійний сертифікат/и, такі як, наприклад,  Certified Protection Professional (CPP) (бажано, але не обов’язково)
• Вільне володіння (усно та письмово) англійською та українською мовами (бажано, але не обов'язково також знання російської мови)
• Вміння писати детальні вичерпні звіти англійською мовою
• Відмінні комунікативні навички (при особистому спілкуванні та письмово)
• Відмінне володіння Microsoft Office
